In late 2000, USAID/Haiti, through a team composed
of the USAID Mission and cooperating sponsor representatives
responsible for the implementation of Title II food
assistance in Haiti, contracted with TASC/JSI to
lead a participatory impact evaluation of
the second phase of the Enhanced Food Security Program
(EFSII). This evaluation aimed to provide recommendations
to improve the impact, particularly in the area of
primary education, through the future use of food
assistance resources.
Since 1958, under PL 480, substantial contributions
of food aid have been provided to Haiti. Title II
development-assisted food aid currently focuses on
five areas: primary school feeding; maternal and
child health and nutrition; food-for-work activities
to support the construction/rehabilitation of infrastructure
and water systems; income-generating activities;
and the provision of supplementary food to institutionalized
populations, principally orphanages.
